PARKING. Parking on Borough streets is prohibited from 2:00 a.m. to 6:00 a.m. Parking is prohibited on posted fire lanes. Parking is prohibited on Borough streets when snow has accumulated more than six (6) inches. Vehicles may not be parked in the front yard area other than a driveway or a defined parking pad. Fines for violating the ordinance, may be up to $500.00.
DOGS. All dogs six months or older must be vaccinated against rabies and licensed. Licenses are for a one-year period (January December) at a cost of $10.00. Dogs are prohibited from running at large upon public streets of the Borough, in Borough parks, or upon the property of persons other than the owners of such dogs. A County dog license is also required. Code Book Chapter 150-16. requires owner to clean up dog waste deposited in the street, public parks, and private property.
PERMITS. A permit must first be obtained before installing or proceeding with among others, the following items or activities: buildings, additions, permanent or portable swimming pools, outdoor air-conditioning units, signs, dish antennas, lawn sheds, decks, fences, parking pads, excavation and filling. FENCES. New fence regulations have been adopted permitting various types and heights in selected locations. A permit is required. Please call the Zoning Department at 412-655-5034.
DUMPING AND LITTERING. Dumping is not permitted within the Borough limits. Wrecked or junk automobiles are prohibited. Vehicles must have a current inspection and current license plate. Accumulation of waste materials is prohibited. Keep your property free of any rubbish, including removing your trash cans after 6:00 p.m. on Wednesday evenings. Do not overload your recycling container; use an extra container so the wind doesnt blow the excess around the neighborhood.
TRAFFIC. The speed limit in residential areas is 25mph. The speed limit in Borough parks is 15 mph.
PARKS & PICNIC SHELTERS. Parks are open from 7:00 a.m. 11:30 p.m. Borough residents starting the first business day in January can reserve Shelters 1 & 2 in Mowry Park and Shelters A & B in Pleasant Kingdom for a fee of $75.00 in which a $25.00 refund will be granted if the shelter is cleaned and in order with no damage done. Non-residents can also reserve picnic shelters after April 15th. The fee is $100.00 in which a $25.00 refund will be granted if the shelter is cleaned and in order with no damage done. The fee for Mowry Park Shelters 3 & 4 is $25.00/no refund. The Mowry Park Recreation Building is also available to rent from May through October. For further information regarding Park Shelters, the Recreation Building or ball field reservations please call the Borough office at 412-655-3300. Picnic Shelters may also be reserved on-line @ www.pleasanthillspa.info via Pay Pal. Motorcycles, motorbikes and mini-bikes are prohibited in the Borough Parks. Bicycles are not permitted in Borough Parks. Dogs must be on a leash while in Borough Parks.
COMMUNITY DAY. Each year in August, the Borough sponsors a Community Day that starts with a parade. Many activities are planned which include food booths and entertainment at Mowry Park. The day ends with a giant fireworks display.
HOUSE NUMBERS. House numbers must be displayed in a position easily observed and readable from the public right-of-way. All numbers must be Arabic numerals and at least 3 inches high and a ½ inch stroke. Fines for violating the ordinance may be up to $500.00.
SELLING YOUR HOME. A Dye Test is required when selling your home. Please call the Zoning Department for information at 412-655-5034.
SNOW REMOVAL. It is a violation of the Borough Code Article V, Chapter 316-19. to shovel, push or throw snow onto Borough streets. Fines for violation of the Borough Code may be up to $500.00. Borough Code Chapter 316-19. requires owners to remove snow, ice, and sleet within 24 hours after snowfall.
PLEASANT HILLS PUBLIC LIBRARY. 302 Old Clairton Road, phone number 412-655-2424. Various activities and programs include: Book Reviews, Travel Films, Story times for toddlers, pre-school age children, income tax assistance, summer reading programs, annual pet show, chess tournament and craft programs. PLEASANT HILLS ARBORETUM. on West Bruceton Road is virgin land situated within the Borough.
SERVICE CLUBS. The Lions Club of Pleasant Hills and The Rotary Club of Pleasant Hills.
BOYS AND GIRLS ACTIVITIES (PHARA). Pleasant Hills Athletic and Recreation Association www.pharasports.com sponsors baseball, softball, football and basketball. Other activities include: Pleasant Hills Roller Hockey and Pleasant Hills Soccer. Contact John Hosmer, President at 412-653-3729 for further information. The Borough of Pleasant Hills supervises a 6 week Summer Recreation Program from June August which includes movies at Mowry Park.
COMMUNITY ORGANIZATIONS. Pleasant Hills Garden Club, Friends of the Library, American Legion Post #712, YMCA, Pleasant Hills Peppy Steppers (senior citizens).
SIGNS. Posting of signs or posters on utility poles are prohibited. Business and Residential signs require a permit. Please call the Zoning Department at 412-655-5034 for information.
NEW ZONING REGULATIONS. Borough Council, in 2003, adopted new zoning regulations that effect all zoning districts and various items for both Residential and Commercial areas. Please call the Zoning Officer at 412-655-5034 if you are considering any changes or additions to your property.
SOLICITING. A permit is required for door to door soliciting in the borough. Applications must be filled out at the Administration Office to receive a permit. Call 412-655-3300 for details.
PUBLIC COUNCIL MEETINGS. Third Monday of each month at 7:30 p.m. in the Council Chambers, 2nd Floor, Pleasant Hills Municipal Building.
NATIONAL NIGHT OUT. An annual event organized by the Police Department held in July. Activities include a parade and an award presentation. Call 412-655-5045 for details.
BALDWIN EMS SERVICE. The Borough of Pleasant Hills designated Baldwin EMS as the primary pre-hospital care provider. Baldwin EMS provides 24-hour emergency services and offers Community Health Training Programs. The Baldwin EMS telephone number is 412-884-0666.
UTILITY INTERRUPTIONS. The Police request that if you have a problem with your electric, water, gas and/or cable service to please call the Utility Company. The Police lines must be kept open for emergencies and have no control over the Company responses.
